Leadership Guide (4iC)
As a 4iC Leader, you will be held responsible for your designated division. You must strive to continuously improve your division while working collaboratively and cooperatively with other HIA members to bring about changes that you see fit. You are expected to show maturity, dedication, and wisdom towards the agency as a whole. Leaders must make sure that they establish frequent and direct contact with their assistants in order to maintain a healthy relationship to effectively work together.
Your Role as a Leader
As mentioned before, each leader should gather any and all information relating to their respective areas of the agency. This can be achieved through the use of gathering feedback in the form of meetings, questionnaires, forms, or polls every now and then. With this information, you are expected to solve or improve a given problem or issue related to your designated division. Here are a couple examples of the duties of a Leader:
5iC Assistant Leaders
There will be Assistant Leaders that will be assigned under your leadership. You are expected to work alongside them very closely in order to better the effectiveness and efficiency of your work. It is encouraged that you maintain a direct line of communication and a healthy relationship since you will be working alongside them for an undetermined period of time. You will be tasked to improve your designated division with the assistance of your Assistant Leader. You will be responsible for utilizing and assigning tasks to your Assistant Leader all while training them to eventually take a Leadership position for themselves in the future. They will look at you for guidance and it is your duty to provide them with help and work.

Your Role as a Leader
As mentioned before, each leader should gather any and all information relating to their respective areas of the agency. - Participating in discussions by Ownership (1iC)
- Monthly feedback: gather feedback and suggestions from your specific division within the agency
- Proposals: create proposals that could be used to further your division
- Collaborate: Collaborate with other groups of people such as Special Units, the Chief of Staff, or other agencies that may provide for the benefit of HIA
5iC Assistant Leaders
There will be Assistant Leaders that will be assigned under your leadership. You are expected to work alongside them very closely in order to better the effectiveness and efficiency of your work. Requirements as Leadership:
Throughout the month, you will be required to fulfil the tasks below:
This is only excused by a LOA. If one is unable to complete these requirements, you must reach out to the Elective Tracker Overseer to be excused. Moreover, taking LOA during the month does not guarantee you will be excused from meeting the quota.
Failure to obtain the set quota will be STRIKED.
To remove a strike, they are required to complete the elective duties for 2 months consecutively.
Monthly Quota
The Monthly Quota will be tracked from the first of the month up until the last day of the month at 11:59PM UK Time. You are required to meet a set Quota to help track your activity or lack thereof around base.
Leaders are encouraged to complete all of the requirements that apply to them prior to the end of the month, however it is only mandatory to complete three of the six requirements listed below to complete the Monthly Quota.

Throughout the month, you will be required to fulfil the tasks below:
- Monthly Quota
- Monthly Elective Audit

That being said, it will be necessary to keep track of (audit) what changes were made and how were things implemented. Hence, we have decided to implement an audit form where electives may submit a response every month, with the next day being used by the Chief of Staff team to review said submissions and get back to individual electives and discuss things/offer feedback.

Duties of 4iC Leaders
These are some - but not all - of the duties and responsibilities as a Leader.
Trial Leader
All divisions are important to the improvement of HIA. It is the duty of the Trial Leader to assume the role of a vacant Leadership position (cannot change after decision is made - approval must be retrieved by the Chief of Staff). If there is no vacant Leadership position - the Trial Leader will be working with a Leader or will temporarily take over a division if the Leader is on LOA (approval must be obtained).
Agent Representative
Agents are by far one of the least heard voices in the agency. It is your duty to make sure that their concerns are brought to light.
These are some - but not all - of the duties and responsibilities as a Leader.
Trial Leader
All divisions are important to the improvement of HIA. - Make sure the division that you are assuming the leadership role of is running smoothly
- Collect feedback and compile reports on your division to the Trial Founders Cabinet member
- Represent the views of your division at meetings
- Make sure the members of said division are following the Code of Conduct and all guides applicable
- Propose new implementations for your division to the Chief of Staff Team
Agent Representative
Agents are by far one of the least heard voices in the agency. It is your duty to make sure that their concerns are brought to light.
- Represent standard Agents’ views at the Leadership meetings.
- Ensure all Agents are being promoted regularly into the next division.
- Make sure they are taught how to properly work the front desks (FTF).
- Make sure they are aware of the Code of Conduct and that they are following the rules that HIA abides by.
- Work closely with the Training and Senior Leadership Team to ensure they are properly trained and given tours.
- Constantly check to see if the Agent Guide, Recruit Training Scripts, and Tour Guides are up-to-date.
- Propose new implementations for your division to the Chief of Staff Team
Leader of Security
Security is responsible for the security and safety of the base. It is your duty to make sure that the base is kept free from trolls, raiders, and other suspicious or malicious individuals.
- Ensure HIA remains secure and is a safe place for the community.
- Make sure that both personnel and visitors entering the base have the correct badge, motto, and uniform (B.U.M.)
- Required to monitor security station and that the Security Checker is being utilized.
- Work closely with training division to ensure new Security members are properly trained and know how to utilize the station effectively.
- Constantly check to see if the Security Guide and Security Training Scripts are up-to-date.
- Make sure that new Security members are aware of their new responsibilities (no more than 14 days inactive, ability to have LOA, etc)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Training
Trainers are individuals that are responsible for the training and induction of new members into the HIA community. It is your duty to ensure that all recruit trainings are going smoothly, correctly, and frequently.
- Ensure the scripts are being used correctly.
- Constantly check to see if the Training Guide, Trainer Training Script, and Recruit Training Script are up-to-date.
- Ensure that all training logs are logged properly.
- Work closely with the Agent Representative and Leader of Security to assure that Recruits are coming in at good rate.
- Make sure that new Trainers are aware of their new responsibilities and abilities (ability to apply for pay bonus, Portal account, etc).
- Propose new implementations for your division to the Chief of Staff Team
Leader of High Rank
High Ranks are individuals that are responsible for the promotion of standard ranks. They are also eligible for many things at this point in their HIA career. It is your duty to ensure that all High Rank members are aware of their new abilities and responsibilities.
- Monitor the productivity of the members in your division.
- Give HRs a small introduction of what they are capable of doing (promoting, issuing verbal warnings, joining SUs, joining Discord/Portal, etc)
- Make sure that High Ranks are not abusing their new-found power and responsibilities.
- Constantly check to see if the High Rank Training Script and High Rank Guide are up-to-date.
- Assist HRs that are looking to apply for SUs, organizations, or other events within HIA.
- Propose new implementations for your division to the Chief of Staff Team
Leader of Professional Staff
Professional Staff members are responsible for issuing disciplinary logs (with approval from SM+ memebrs) for members that are breaking the Code of Conduct. They will be eligible to apply for the Training Supervisors Special Unit at this point. It is your duty to ensure that all Professional Staff members are aware of their new abilities, responsibilities, and that they are fully aware of the Code of Conduct.
- Monitor all disciplinary logs and fix or report any discrepancies.
- Ensure that PS members are correctly logging disciplinary logs justly and fairly.
- Make sure that PS members are not abusing their powers and that they stand as professional role models.
- Bring awareness to the [HIA] Strike system as defined in the Code of Conduct.
- Work closely with SM+ members to ensure that approval is given for the right reasons.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Government
Government members are responsible for issuing fired logs (with approval from SM+ members) for members that have excessively broken the Code of Conduct and are due for termination. It is your duty to ensure that all Government Staff members are aware of their new abilities, responsibilities, and that they are fully aware of the Code of Conduct.
- Monitor all fired logs and fix or report any discrepancies.
- Ensure that GOV members are correctly logging fired logs justly and fairly.
- Make sure that GOV members are not abusing their powers and that they stand as professional role models.
- Bring awareness to the [HIA] Strike System and as defined in the Code of Conduct.
- Work closely with SM+ members to ensure that approval is given for the right reasons.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Senior Leadership Team
Senior Leadership Team members are responsible for manning the tour desk and conducting and logging tours. It is your duty to ensure that all Senior Leadership Team members are aware of their new abilities and responsibilities.
- Monitor all tour logs and fix or report any discrepancies.
- Make sure that the Tour Desk is filled at all times.
- Ensure that all SLT members are correctly logging tour logs.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of External Affairs
External Affairs members are responsible for managing complaints and reporting misconducts of members at other agencies. They will also be dealing with external threats such as mafia, scammers, and or trolls. You are tasked to work closely with the Diplomatic division and External Affairs Special Unit. It is your duty to ensure that all External Affairs are aware of their new responsibilities and external events or threats.
- Monitor and be aware of external threats and behavior of members outside of base.
- Make sure that HIA maintains a stable and healthy relationship with other agencies.
- Ensure members within the EA division are properly following HIA procedures and are fully aware of the Code of Conduct.
- Closely work with External Relations Special Division to accomplish your goals with external events.
- Take proper action in order to ensure the wellbeing of the general welfare and security of HIA from external threats or events.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Internal Affairs
Internal Affairs members are in charge of managing peculiar or suspicious activity within HIA. They will also be eligible to join the Transfer Unit. It is your duty to ensure that all Internal Affairs members are aware of their new responsibilities and are fully aware of the Code of Conduct.
- Make sure that all logs are properly logged and is following proper procedures.
- Ensure that all Internal Affairs members are aware of their new duties to focus on the internal operations of HIA.
- Be aware of any suspicious or malicious activity within HIA and report to a higher authority.
- Take proper action in order to ensure the wellbeing and security of daily HIA operations from internal threats or events.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of the Office of Administration
Office of Administration members tasked with the responsibility of working at the Help Desk and addressing any questions other HIA workers may have. It is your duty to ensure that OOA members are aware of their new responsibilities, abilities, and are fully aware of general HIA knowledge.
- Ensure the Help Desk is filled at all times.
- Ensure the quality of the help given at the Help Desk.
- Make sure that members are communicating with one another properly in order to gain knowledge to answer a question.
- Make sure OOA members are fully aware of general HIA knowledge.
- Ensure that OOA members do not say “I do not know” when facing a difficult question to answer.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of High Management
High Management members are tasked with overseeing the work of lower ranks and bringing awareness to the availability of the Help Desk. They are also responsible in making sure that other members are fulfilling their duties and logging badge removals. It is your duty to ensure that all High Management members are aware of their new responsibilities and duties.
- Work closely with Senior Management in overseeing the daily operations of HIA.
- Ensure that HM members are assisting in logging badge removals.
- Make sure that HM members are correctly overseeing the work of lower ranks and that they are not abusing their power.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Senior Management
Senior Management members are granted to the ability to approve disciplinary and fired logs. They are also granted approval to have a one personal assistant to help them in HIA related matters. It is your duty to ensure that all Senior Management members are aware of their new responsibilities, abilities, and that they are fully aware of the Code of Conduct - especially the Strike System.
- Work closely with High Management in overseeing the daily operations of HIA.
- Make sure that SM members are correctly approving disciplinary and fired logs fairly and justly.
- Ensure that all SM members are fully aware of the Code of Conduct, especially the Strike System.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Moderators
The Moderators division is responsible in ensuring that all HIA procedures are correctly followed and carried out. It is your duty to see that all things HIA are done correctly and that members within and without your division is properly following and enforcing the Code of Conduct.
- Ensure that all stations within HIA are correctly used and that all of base is constantly monitored.
- Ensure that members are following and enforcing the Code of Conduct and HIA procedures properly and appropriately.
- Make sure that the MOD stand is used appropriately.
- Make sure that the hallway remains clear (CTH) and that stations and duties are being fulfilled.
- Constantly check to see if the MOD Stand Guide is up-to-date.
- Make sure that all logs (including promotions, disciplinary logs, fired logs, etc) are logged properly and are justified
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of Diplomatic
The Diplomatic division is in charge of cooperating with External Relations in order to better establish HIA’s reputation amongst other agencies. It is your duty to see that all HIA members are behaving appropriately in other agencies in order to prevent any external and or inter-agency conflicts.
- Conduct information sessions or meetings for the division in regards to the state of HIA’s relationship and interactions with external entities.
- Responsible to keep note of all suspicious activity that happens outside of HIA to prevent threats, spies, and other malicious intentions.
- Continuously monitor agencies and that we are in good relations with them in order to prevent trolls, enemies, and or raiders.
- Make sure that members from other agencies or groups are efficiently being transferred over and correctly logged.
- Closely collaborate with the Leader of External Affairs, External Relations, and Director General - External Intelligence.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Leader of the Board of Elites
The Board of Elites is a group of individuals that stand as role models of the community. It is your duty to see that they are prepared to take on leadership and or elective roles should the chance come in the future.
- Conduct information sessions or meetings for the division in regards to apprenticeship or host workshops to help improve certain qualities.
- Ensure that they are being fair and respectful to all members.
- Ensure that they are able to work collaboratively and effectively.
- Make sure that they are fully aware of the Code of Conduct and the procedures of HIA.
- Make sure that they are ready to take up an elective or leadership role in HIA should the opportunity come.
- Make sure that the BOE Discord channel is utilized properly and that all BOE members are in the chat.
- Make sure that they are performing their previous responsibilities frequently (promoting, training, etc.)
- Propose new implementations for your division to the Chief of Staff Team
Deputy Chair of Leadership & Chair of Leadership
The Deputy Chair of Leadership and Chair of Leadership’s main duty is to monitor all the Leaders and Assistant Leaders to ensure that they are doing their job correctly, effectively, and efficiently. Your duty is to provide for the environment to which the Leadership and Assistant Leadership group can work well in, while having the ability to collaborate with one another easily.
The Deputy Chair of Leadership and Chair of Leadership’s main duty is to monitor all the Leaders and Assistant Leaders to ensure that they are doing their job correctly, effectively, and efficiently. Your duty is to provide for the environment to which the Leadership and Assistant Leadership group can work well in, while having the ability to collaborate with one another easily.
- Conduct monthly/weekly meeting on how to solve problems or address concerns/suggestions..
- Lead collaboration projects, proposals, or work between divisions, or Special Units, and or leaders.
- Make sure that Leaders and Assistant Leaders are working together with both one another and other members of their division.
- Ensure that Leaders and Assistant Leaders are not abusing or imposing their powers on others.
- Responsible for making Leaders and Assistant Leaders aware of their duties and roles.
- Make sure that other Leaders and Assistant Leaders are performing their previous responsibilities frequently (promoting, training, etc.)
- Must work with the Assistant CoS to implement new Divisional changes regarding 4iC and 5iC.
