External Agencies Guide
This guideline has been created and compiled by the Director General - External Intelligence to give proper guidance to all members of Habbo Intelligence Agency (HIA) regarding the expectations and how to act professionally whenever visiting or engaging with Allied or Non-Allied members.
What is the expected conduct of an HIA Member?
HIA members are expected to present themselves professionally when they are visiting an Allied HQ or an Ally visiting HIA HQ, as well as show respect to all Habbos present in the Allied HQ.
HIA members must respect and adhere to their respective regulations when visiting an Allied HQ.
What is the Code of Conduct and Reminder that every member must abide?

Some scenarios that you may encounter:
Scenario 1:
One of the ally members or in other external agencies went in base to report someone who is currently a HIA member. What will you do?
√ If you are part of External Relations, you may ask for the evidence/screenshot of the complaint and forward it to ExRiC available.
√ You may contact or utilize the #request channel on Discord and request for either ExRiC available or you may contact any ExR member available.
√ There might be a times that there is no ExR or ExRiC available, you may submit or refer the Foreign Complaint Form tiny|cc/ForeignComplaint
✘Never handle any foreign agencies if you are not part of External Relations Unit.
Scenario 2:
One of ally member is requesting to have a quick tour in HIA base. What will you do?
√ Only from External Relations members are allowed to conduct a tour for an Ally.
√ If you are not part of ExR, you may utilize the #request channel on Discord and you may request like this: “ExR > *insert name* from SWAT/MinDef are requesting for a tour”

You may refer to Affairs > Diplomacy Page to check if you are eligible for Alliance badge and you may either ask the ExR Delegate/ExRiC to assist you with your badge.

- Do not troll, raid, scam, degrade others or be affiliated with such activity in or towards any agency or user in any form.
- Be respectful towards all members of HIA, regardless of their rank, age, race, gender, sexual orientation, religion, colour, creed, or disability.
- Do not use consecutive capital letters, bully, swear, or use inappropriate language.
- Dancing, sitting, as well as effects such as ghost effect, habnam etc. are not allowed unless given permission by the Directorate+.
- Colored Chat is reserved only for Electives who are 3iC+ and you may not use them unless permitted by Directorate+.
- While you are in base or visiting another agency, you must wear the appropriate badge such as a Division badge or Alliance badge.
- You should not engage in any conversations with members who are attending to others.
- Do not troll, raid, scam, degrade others or be affiliated with such activity in or towards any agency or user in any form.
- You must wear a professional or decent outfit whenever visiting an Ally HQ.
Additional information when visiting an Allied HQ:
- Only approach an Allied staff member who is filling a station when they have given consent to do so OR if they approached first.
- Whispering is a good way to communicate with staff members privately without interfering with daily operations.
- Do NOT harass an Allied staff member. If they do not wish to speak, leave them alone.
- Keep clear of the Allied HQ’s hallways/doorways. Try to remain seated unless standing is required (e.g. when Attention on Deck is called in military HQs).
- NO form of gifts should be distributed or accepted for the purposes of conducting any professional work. For example, paying Allied staff members in order to interview them is NOT ALLOWED; interaction with Allied staff members should be voluntary and not coerced or bribed.
